This is happening right now in DFW. I urge you to look at the DART website (dart.org) and the fort worth transit agency as well... You'll see the coming of the rail system. And they are already creating small "downtowns" including a fake downtown at Southlake Town Square and etc. And they are already demolishing old malls that are no longer sustainable (look up North Hill Mall in North Richland Hills, TX).
